I have tried to recently stream with shadowplay osu but it seems like it has a big delay even though on my screen it seems OK running with 120fps stable anyone can confirm that shadowplay is bad for osu streaming?

Known bug in Shadowplay, although it's a pretty old bug but Shadowplay as a whole is still pretty unstable for most games.
