Problem Details:
Sometimes (usually when first time playing the map) my scores fail to submit, the map thinks it's unranked. This is not any sort of connection issue as I am not dropping packets or losing connection when achieving the scores, the game doesnt even try to submit it, nothing appears on the website etc. I've also tried reinstalling osu, reinstalling OS, allowing osu through firewall (it's not blocking it in the first place but I specifically allowed it just in case). When playing the map for second time the score usually submits (the new score, not the old). I also do get local replay of the not-submitted score.

edit: more research was done and it seems the score does not submit when I do not look at global rankings before playing the map, or country rankings if there are any scores in there. So basically it seems the map does not think it's ranked if I don't force it to load some scores of the map first. (I usually have local rankings selected)..
^ not sure if that is fully correct yet, this is just quick observations of trying to figure it out.

Steps to reproduce the bug
1. Set your scores to "Local Ranking"
2. Download a map with osu!direct (this bug seems to happen more with qualified maps, but also does happen with ranked)
3. Play the map while still having scores set to Local Ranking, do not look at any other score settings.
4. Your score should be unsubmitted.

The bug might not happen if you already have a score on the map, I can't fully figure this out.
