Confirming issue:
For testing purpose you can use this skin https://www.dropbox.com/s/plhe2nzp1aexnwo/wr.zip alongside with this map from OP https://osu.ppy.sh/s/58787

You can use half time + auto. In hardest diff (JauiPlKsp3) first combosound will not play (slider end), on (Hardy) diff, two combosounds will not play at the beginning (one being slider tick and one slider end)

Judging by the code, this is actually intentional. Make a feature request if you want the behavior changed.
