1:01:424 - Swap 3 and 4 to get more intuitive positions.
1:18:924 - Don't stack these- the three after it are more tighter than it. 2 should be away from those three a bit.
1:20:924 - Same thing with 7.

01:02:42 (5) -new combo (a lot of the combos in the beginning are very short, so I think you should keep all the combos throughout the song relatively short)
01:13:42 (6) - " "
01:20:42 (6) - " "

Hard:
01:15:92 (8) - align with 5
01:50:42 (1) - might look better if you put this on top of the orange 1 and then make 3 a reflection of that
02:49:17 (1,1,1) - make these vertical reflections of the other row?

I offset nazi'd this and at the same time I want this timing to be consistent so I suggest:

Offset: 26422. Resnap.

You maybe wondering why its far off. Well, it actually isn't -- Originally I rooted for 11422, but I noticed that when you browse in the Timing tab, the 1-2-3-4 tick-tock doesn't sound as good with the music on the given offset, and the 'real beat' actually starts at 26422 (also the timing of the first note).

Some of these return stacks are blinding. Get someone to look at them very thoroughly. I can't point out which since I'm not precisely the best player at return stacks anyway.

I disagree with that. I think the timing is ok like this, I don't think your offset sounds good.
