Not sure what you mean but if I had to guess:

How to use a skin in osu!
  1. Download a skin from here: https://osu.ppy.sh/community/forums/109
  2. Open the options, type "skin" and select your choice

I want to publish my skin for others
  1. In case it's all made by yourself you can post it in the Skinning forum (please read the rules before)
