I think that a mode where all players in the match can choose a beatmap and the players would play through each that way other people other than the host can pick beatmaps.

Your idea seems vague. Please give more details.
Maybe he is talking about implementing a Gamemode where not only the host chooses the beatmaps but where players can join a queue with a specific beatmap.. Although it remains quite vague, it could be indeed interesting to have a much easier way to allow people submitting beatmap other than giving them the lead
