Please, explain a bit your problem. It's impossible to help you with that information.
When you download a beatmap from the web, you will get a .osz archive, like this:
Then, just double click it and it should be automatically imported on osu!.

Anyway, follow what Trosk- said and if you see a white file without any specific icon, then right click the .osz file and select "open with" and then choice osu!.
