My R and ~ keys don't work (I've actually been using the on-screen keyboard for about four months now) so I have no way of restarting without pausing. Am I able to rebind these keys?

You can change it in the keybindings menu.
Though pressing esc and clicking in the middle of your screen is quicker tbh.
