Problem Details:
3mb installer crashing instantly without any error text :/
Old installer trying to install this and crashing with message:
There is a problem with this Windows installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.

Have all .Net framework installed (reinstalled once)

Other installers working as always. Didn't find any solutions can help me.

Check for the actual error log in EventViewer under Applications.

From what I understand you're missing the mscorlib.dll file (which is associated with the .NET Framework).
A re-installation of the .NET Framework should solve this, so I'd suggest re-installing it (even though you have already done that.)
Other than that, see if the 'old installer' works fine.
If neither works I'd suggest doing a windows repair.
