I see, correct me if I'm wrong, but your "freedom" seems to be really absolute, like paying your own bills and such. That easily teaches you self-control since you'd be starving if you lacked it. But for those underage, they still get help from their parents, and with someone to back them up, they can't learn self-control because they aren't truly free. In that case, someone that provides some means of control would help.
