I usually browse 'zerochan' for HQ Anime pics.
But it is mostly fanmade or whatsoever!

Contains mostly pictures from pixiv, scans of official pictures etc. so it says everything. I don't know any better site if you are looking for any kind of anime pictures. At beginning can be difficult to find something but after some time (learning tags and pools) you can find many great pictures. The best thing is you can find a lot of doujins or 4koma that are translated there.
If you are aware of explicit content you can use http://safebooru.org/ or after creating free account on danbooru just blacklist tags (rating:explicit rating:questionable).
As for anime wallpapers http://konachan.com it works in the same way as danbooru.

Use either Danbooru (Safebooru if you're sensitive to explicit content) or Konachan. Avoid using Anime Paper... Please. You need an account and 'papers' (You need to post in the forums to get those) to download the images. Not a good system...

That's just to get one to be more active in the forums (and ideally to comment constructively on the posted content), instead of being the common ungrateful leecher who would echo the same sentiment.

Fairly true in that regard as the only ones who tend to complain about crap like this are those who are ungrateful to the time and effort someone actually puts towards creating a wallpaper, cropping out images and/or providing scans.

As someone who wilfully enjoys my time spent on Photoshop creating various amounts of eye candy I know how much of a pain it is when people complain about a small request such as providing some form of acknowledgement on creating a fresh idea or piece of work.

Take the marriage signature tags, my own MAL and Rantai's MAL I made for example.

Going back on-topic, there's quite a few sites to get what is regarded as high quality (resolution is the basis for what I'm saying is accounted as HQ) such as:

• Konachan.net (safe for work version)
• pixiv
• Safebooru
