You need to be typing one message every 0.2 seconds or so for that to trigger. That's a lot.

Of course if you copy-paste something from another source that contains several paragraphs, that's another way to easily trigger it. So you need to avoid doing that.

Mutual friendship could be a sort of check to not trigger silence in private messages.
With mutual friendship you would be able to spam with friends in private messages. Of course if you were to end up bothering them they would be able to report you as normally.
Without mutual friendship you would be not able to spam people, like in normal chat channels.

If this made an exception for users who are mutual friends, then someone could create two accounts, friend one another, and run a bot that just flooded irc with PMs and slow the whole thing down, possibly crashing it

People cant request to be banned, besides this is a Ban Appealing topic not a Ban requesting topic, if people are bullying you just use !report or PM a BAT.

There's a lot of crosstalk in that post you mentioned and even having read it twice I can't really figure out everything that's going on. I'd agree, it's zealous behaviour, but I think it's your reputation that's earned it. You can call it a number of things: prejudice, hatred, experience, preemption. The important thing I picked up from it was from the line "Galkan, drop it", which was used as a platform for starting another argument. There's enough grief to go around as it is, and when one builds up a reputation as a shit-disturber, when they go looking for trouble, I can kind of sympathize with taking preventative action rather than damage control. But that's an opinion from the sidelines. I don't have The Whole Story(tm) so chances are, this entire post is meaningless
