You can think about this, but I'm agains it to be honest. I think the answer is quite simple.
Since it is a ,,World Cup", it means that countrys are playing agains each other. But to see for example Italy-Netherlands playing agains PH-USA is kind of weird and not that what the tournaments name say.
Also, USA have allready one team, so it dosen't need a fusion (Utsuho Reiuji dsjakdhkajdsdsaf, sorry) with another country.
This should be just an exception for special reasons like beeing the only one in his country or the only Taiko player. But if you have players in your country and they don't want to play or you don't want them because they are new, you just got bad luck and that's not a reason for mixxing teams.

Why don't you give it a try to make a thread in your own Language-Section? Here two examples from germany:

Without asking people in the Forum, it is kind hard to get people in your team. (It is also wrong to make a team without asking your whole country. lol - But what ever, not the topic.)

Anyway, just my opinion and not a rule since it this has been used on year before allready.
As I know Nethlerand/Italy have not so many Taiko players, that's why they mixxed.

I see what you mean, Ono. It's just a little sad that there are players who want to participate and yet can't because they can't find a team to go under. Last time everyone was welcome to participate. I think we should remember that and make as much of a welcoming atmosphere as much as possible.
Besides, unlike regular osu! taiko doesn't have as many players, so I think we can be a little more accomodating.

I see them play daily and they're a little under your level, still far way from the real US team's level.

I somewhat agree with Ono's opinion. Multi-national teams will be available like previous TWC, but only when your country is considered as 'unavailable to make an independent team'. Also, you won't be able to recruit random players from other country. Only 2+2 will be available, and two countries should be close enough.
